1. Close iPhoto.Remove the following file to the trash and then re-open iPhoto:Your User > Library > Preferences > com.apple.iphoto there may be more than one. remove them all (Thanks MadisonP)

One safe non destructive way of accomplishing this is to follow Terence suggestions “There is another way to make a new Library and preserve a lot more of your Work
Download iPhoto Library Manager and use its rebuild function. This will create a new library based on data in the albumdata.xml file. Not everything will be brought over – no slideshows, books or calendars, for instance – but it should get all your albums and keywords, faces and places back.
Because this process creates an entirely new library and leaves your old one untouched, it is non-destructive, and if you’re not happy with the results you can simply return to your old one.”
This MacWorld article points out 5 tips to increase performance. I would avoid doing the last tip since it involves the terminal and if you make an error it might damage things instead of help them. At the very least before you do this, do a backup of your system if you need to roll back the changes.
This thread gives you the nitty gritty. For most people just using the defaults is perfect. If you are a photographer than currently Lightroom seems to be strong competition for Aperture. Something to consider since you will unlikely be unhappy with iPhoto.
Turns out that Alphaman fixed the problem “Update: I’m now running 10.6.3 and iPhoto 8.1.2, and the problem is gone.”
